PASSPort is the City's vendor system. Every organization receiving Council funding needs an account there, unless your only funding is through the Department of Cultural Affairs (DCLA).

The Vendor Admin is the person at your organization who manages your PASSPort account. An approximate name is fine for now; if you're not sure who this is, write "not sure" and ask your OneNYC coach.

PQL stands for Prequalification. This is a short, three-question form inside PASSPort for organizations that only receive Council discretionary awards.

MOCS (Mayor's Office of Contract Services) is the New York City agency that runs this training. Organizations receiving less than $750,000 in discretionary funds must complete it; the certificate is valid for three fiscal years. PIP stands for Payee Information Portal. Vendors need an active PIP account and a W-9 (or W-8 for foreign vendors) on file to get paid by the City.
